This graph shows the relative savings of recycling different materials in Metric Tons of CO2 per ton of material. Concrete has no effective savings, while aluminum has the most savings. That is primarily due to the high cost of mining, transporting and processing the raw material to produce aluminum compared to recycling already processed material. The raw materials for concrete are plentiful, cheap, and often local. It's as expensive to haul it to recycling as it is to simply get new material. And concrete does not produce any emissions in landfills.
